Mrs. Kendall Bailon
Zone Executive Assistant
Kendall was born and raised in Colorado Springs. She is a graduate of the University of Colorado at Colorado Springs and Western Governors University. She is excited to be supporting the iConnect Zone. Kendall was in a blended learning model herself throughout high school and understands the need to have these models for education today. She is passionate about students having access to education in different capacities that work for them and their own learning styles. Kendall joined the district in August 2023. She is a fan of the San Francisco 49ers and enjoys spending time with her husband, two children, and family in her free time.

Mrs. Rochelle Kolhouse
Zone Academic Administrator
Rochelle Kolhouse has dedicated twenty-six years to District 49, where she has served as a middle and high school science teacher, an instructional coach for the iConnect Zone, and principal of Pikes Peak Early College. Currently, she is the iConnect Zone Academic Administrator. Rochelle is also an adjunct professor in the College of Education at the University of Phoenix, a role she has cherished for twenty years. Her outstanding work as a blended high school science teacher at Springs Studio for Academic Excellence (formerly Falcon Virtual Academy) earned her the Online/Blended Teacher of the Year award in Colorado in 2013.
Rochelle is passionate about academics, mentoring principals, and developing professional courses on instructional best practices and technology for the iConnect Zone. She specializes in unconventional educational models, her true area of expertise.
Rochelle lives in Monument, Colorado, with her husband of twenty-three years, their two daughters (aged seventeen and twenty), and their six-year-old Labrador Retriever, Jack. She enjoys hiking, kayaking, watching movies, and reading in her free time. She aspires to become a published novelist someday.

Ms. Brytni Brennan
Charter Schools Specialist
Brytni was born and raised in Colorado Springs and is new to District 49. She is very excited about joining the iConnect zone team. Brytni worked in Early Childhood Education from 2009 until 2018 primarily in a mix of classrooms and ran the day to day routine of the business. She then went to Public Elementary Education in 2018 until recently. She worked in the office as the school administrative assistant. Brytni has been a key player in business operations and helped run a successful school. She is eager to continue her career in education while utilizing her skills in data analytics. She is a graduate from the Colorado Technical University and a mother to a fun, outgoing 10-year-old daughter. Together they enjoy outdoor activities, being creative, and traveling in their free time. Brytni is happy to start her career with District 49 and be able to utilize her many years of education and work for the success of the students.

Vladislav (Izzy) Izboinikov
Coordinator of Special Student Projects
As the High-Performance Program’s Coordinator, Izzy works directly with families and organizations to build, monitor, and adjust the appropriate programming to meet the students’ rigorous training, competition, and academic needs. In his role, Izzy provides additional support to engage students in the educational process while managing a busy schedule. In concert with SSAE/PPEC administration and staff, Izzy is committed to finding proactive and innovative solutions to foster student success and balance students’ needs. In addition to the High-Performance Program, Izzy is instrumental in creating and maintaining partnerships with various community organizations by connecting them to District 49 and the iConnect Zone. Izzy also oversees several other special programs in the iConnect Zone and around the district. Falcon Aerolab is a project-based STEM/Aerospace program offering unique opportunities for students to experience the excitement of aerospace through hands-on labs and activities. The construction program is supported by the partnership with the Home Builders Association (HBA) and provides a unique opportunity for students to earn industry certifications as well as introduces students to many building trades. Applied Homeschool Program (AHP) presents a variety of CTE courses for the Homeschool students. D49 CTE Department and the High Schools around the district offer exciting Career and Technical Education (CTE) courses that can provide valuable hands-on skills and industry certifications. AHP gives homeschool students a head start on their future with industry-ready skills. Izzy has served in District 49 since 2011 as a principal, coordinator of special projects, and district athletics liaison.

David Hurley
Special Education Coordinator
Dave is one of the Special Education Coordinators for the District and supports primarily the IConnect Zone schools. He has been in this position for 6 years with 22 years experience in education as a Special Education Teacher, Adult and Family Education Teacher/Children’s Program Teacher, Assistant Principal and Coordinator. As one of the Coordinators for D49, Dave is here to advocate for student-focused decisions as they relate to Special Education services for students on IEPs within the Charter Schools as well as Springs Studio and Patriot High School. In his free time, he enjoys watching movies and shows with his wife and three daughters, walking/hiking, and sitting next to any body of water (preferably salt water where there is snorkeling involved).
